NYC parking tickets are issued over 16 million times a year in New York City — generating more than $1 billion in fines — and most people pay without ever knowing they had the right to fight back. The enforcement is automated, camera-driven, and getting more aggressive every year.
Most people just pay. But nearly 30% of tickets that go to a hearing get dismissed. That means a lot of people are handing over money they did not have to.
This guide covers everything: what tickets cost, what happens if you ignore one, how to pay, and exactly how to fight back.
What NYC Parking Tickets Actually Cost in 2026
| Violation | Manhattan Below 96th St | All Other Areas |
| Fire hydrant | $115 | $115 |
| Bus stop | $115 | $115 |
| Blocking a bike lane | $115 | $115 |
| No Standing zone | $115 | $115 |
| Double parking | $115 | $115 |
| Street cleaning / ASP violation | $65 | $45 |
| Expired meter | $35-$65 | $35-$65 |
| School zone speed camera (1st offense) | $50 | $50 |
| Red light camera | $50 | $50 |
| Bus lane camera | $50 | $50 |
Late penalties stack fast. Miss the 30-day window and a 25% late penalty is added automatically. After 90 days the ticket goes to judgment and 9% annual interest begins to accumulate.
The 5-Minute Grace Period: Your First Line of Defense
NYC Administrative Code Section 19-213 gives every driver a mandatory 5-minute grace period after a meter expires or a parking restriction begins. No ticket can legally be issued within those 5 minutes. With Pay-by-Plate meters, if you pay within 5 minutes of a ticket being issued, the system cancels it automatically. This is codified law, not informal policy.
Applies to: metered parking expiration, alternate side parking start times, any posted time-limit restriction.
Does NOT apply to: fire hydrants, No Standing Anytime zones, bus stops, bike lane violations. Those are zero tolerance with no grace period.
What Happens If You Ignore a Parking Ticket
4. Ticket issued. You have 30 days to pay or request a hearing.
5. Day 30: 25% late penalty added automatically.
6. Day 75-90: Ticket goes to judgment. 9% annual interest begins.
7. $350+ in judgment: Car eligible for booting or towing anywhere in the city — even if legally parked.
8. Registration blocked: DMV will not renew your registration until all NYC judgment violations are cleared.
9. 10 business days post-tow without pickup: Car may be auctioned.
The registration block is what catches most people. You can carry unpaid tickets for months — until your registration expires and you suddenly cannot renew it.
How to Pay a NYC Parking Ticket
• Online: nyc.gov/finance — fastest, available 24/7
• In person: NYC Dept of Finance Parking Violations Bureau in your borough
• By mail: Mail a check to the address printed on the ticket
Pay within 30 days to avoid the late penalty. Once you pay you have admitted guilt and cannot contest. If you have any grounds to fight it, request a hearing before you pay anything.
How to Fight a NYC Parking Ticket
Common grounds for dismissal:
• Grace period violation: Ticket issued within 5 minutes of meter expiration or restriction start — automatic dismissal
• Signage issues: Sign was missing, obscured, or contradictory
• Hydrant distance not recorded: Distance field was blank or clearly wrong on a hydrant ticket
• Broken meter: Meter was broken, no working meter on the same blockface
• Clerical errors: Critical error in plate number, vehicle make, or location
How to Request a Hearing
• Online (easiest): Submit defense and evidence at nyc.gov/finance. No appearance required. Decision in 30-60 days.
• By mail: Mail written defense and supporting documents to the address on the ticket.
• In person: Appear at a Parking Violations Bureau. Non-commercial customers typically seen same day.
The Pay-by-Plate Automatic Cancellation
With Pay-by-Plate meters now citywide, there is a powerful protection most drivers don’t know about: if a traffic agent issues you a meter ticket and you purchase time through the kiosk or ParkNYC app within 5 minutes of the ticket being issued, the system automatically cancels the ticket. No hearing. No paperwork. It cancels itself. This only works within that 5-minute window and only for meter expiration violations.
Camera Tickets: Speed, Red Light, and Bus Lane
Camera violations are mailed to the registered owner. You have 30 days from the notice date to pay or contest. School zone speed camera tickets are the most common violation in NYC — nearly 5.6 million issued in FY2024. First offense is $50. Second offense in the same zone within 12 months is $100. Third and beyond is $200. These do not add points to your license but do go to judgment if unpaid.
